A starting circuit for controlling an integrated chip of a power supply is provided to make the integrated chip be quickly set a reset state in a state an AC power is off when a starting power is supplied to the integrated chip. A starting circuit includes a bridge(20) for rectifying an input AC power, a back pressure part(50) controlling an AC output of the bridge, an input voltage detecting unit(80) detecting whether the AC power is input, and a starting voltage supply(90) supplying the AC power from the back pressure part to the AC power when the input voltage detecting unit detects the input voltage. The input voltage detecting unit has a diode rectifying the input AC power and a photo diode.
