A developer charging device and a developer charging system having the device are provided to simply charge a developer in a developer cartridge with the force of compressed air. A developer charging device includes a developer container(11). The developer container contains a developer and compressed air. The developer container has a developer outlet(13) and a developer discharging part(12). The developer outlet discharges the developer with the compressed air. The developer discharging part has a valve unit(20) located at the developer outlet to seal the developer outlet and open the developer outlet when an external force is applied thereto. The valve unit includes a valve(21) having a pushed protrusion projected to the outside of the developer container through the developer outlet, a valve bar(25) connected to the valve and moved inside the developer supply, and a spring(27) for pressing the valve to the developer outlet.
