PROBLEM TO BE SOLVED: To accurately measure the time of a moving object and determine the position of a moving object, without a track buried in the ground of a course or a radio-receiving mechanism mounted on a moving object, in a time measuring system for a moving object and a position determining system for moving object, in a public race such as a horse race and a cycle race. SOLUTION: A moving object is provided with a radio wave transmitter which transmits radio wave signals, and pairs of transmitted radio wave reading machines, which receive the radio wave signals the moving object transmits while passing, are arranged at certain intervals on both sides of a track on which the moving object runs. In addition, a transmission network is provided, which transmits the position and identification information of the moving object to a processing device which executes information processing when the radio waves are detected by the two transmitted radio wave reading machines. The processing device receives the transmitted identification information and the signals from the two transmitted radio wave reading machines facing each other, generates a time stamp including time, a position and identification information at that time, and makes a storage means store the time stamp at the optimum position of the moving object based on the intensity of the radio waves.
