PROBLEM TO BE SOLVED: To provide a surface level detecting apparatus capable of performing surface level detection with high achromaticity determination accuracy in an image forming apparatus such as an image scanner, a facsimile machine, and a digital copier. SOLUTION: The surface level detecting apparatus for detecting a surface level on the basis of an inputted image signal or image data in an image forming apparatus for reading a document to form an image, comprises an achromaticity determination means for determining achromaticity in a block of interest of an image signal, when a predetermined block is defined as the block of interest, at least on the basis of a representative value in the block of interest of the image signal extracted on the basis of an image signal in the block of interest. The achromaticity determination means is configured to determine achromaticity from a mutual difference between the at least extracted representative value color components.
