PROBLEM TO BE SOLVED: To suppress the data transfer quantity of an image transfer device which is specially applied to a monitoring camera system, for example, and transfers images shot by a camera to a communication terminal. SOLUTION: When a CPU of a server accepts a request for image transfer from a mobile phone, it takes a field image shot by a web camera (S27) and determines whether the matching rate between a first field image which is the most recent taken field image and a second field image which was taken in the past is less than a threshold or not (S31). If the result of determination is affirmative, it transfers the first field image to the mobile phone (S33).
