PROBLEM TO BE SOLVED: To highly maintain the integrity of a plant by improving stress from outside even in a narrow space and a complex environment within a reactor pressure vessel and executing preventive maintenance. SOLUTION: A support 20 on which a laser oscillator 70 and a lightguide tube 25 are mounted is installed on an operation floor 1 after a fuel assembly is removed from the interior of the reactor pressure vessel 2, and a horizontal lightguide tube 29 and a laser processing unit 73 for an annulus are installed on an upper lattice plate 3 inside the reactor pressure vessel 2. The lightguide tube 25 is connected with a mobile reflection mirror box 24, the mirror box 24 is connected with a lightguide tube mast 26, and the lightguide tube mast 26 is connected with the horizontal lightguide tube 29. A laser beam emitted from the laser oscillator 70 on the operation floor 1 is transmitted to the laser processing unit 73 for the annulus, and a processing object matter is irradiated with the laser beam from the laser processing unit 73 for the annulus to improve the stress.
