PROBLEM TO BE SOLVED: To provide a cosmetic cleansing composition that does not dry out the skin, while having good foaming power and good rinseability. SOLUTION: The cosmetic cleansing composition comprises, in an aqueous medium, (1) at least one nonionic foaming surfactant, (2) at least one compound of formula (I) (wherein, R1, R2, R3 and R4 represent each independently a hydrogen atom, a 1-4C alkyl group or a 2-6C hydroxyalkyl group possibly containing 1-5 hydroxy groups in which at least one of groups R1 to R4 represents a hydroxyalkyl group) and a salt, a solvate and an isomer thereof and (3) at least one polymeric quaternary ammonium salt.
