PROBLEM TO BE SOLVED: To provide a cutting tool insert having a substrate and a ceramic sintered material body which is at least one kind of preferably a polycrystalline diamond PCD or a cubic boron nitride CBN which is bonded to the substrate by high strength and toughness. SOLUTION: Totally polygonal shape cutting tool insert is provided with a ceramic chip in at least one recessed part of the corner of the insert equipped with the bottom face and at least one side face. The bottom face of the recessed part is equipped with a rail of having a height of h=50 to 100μm and a width of w=100 to 200μm, and a mutual interval is separated by I=0.75 to 1.25 mm.
