PROBLEM TO BE SOLVED: To provide a tunnel boring machine which is equipped with a low-cost underground obstacle detector with a high degree of detection accuracy, and a tunnel boring method. SOLUTION: The tunnel boring machine comprises a cylindrical boring machine body 1, a jacking jack 22 for advancing the boring machine body, and a cutter head 4 for excavating a face, which is drivably and rotatably supported on the boring machine body. The cutter head is equipped with an obstacle detecting unit 30 which detects the obstacle by bringing a detection bit 33, capable of protruding/receding in a unit body 31 by using a hydraulic jack 32, into direct contact with the obstacle. The tunnel boring machine is provided with a monitor 47 which monitors the position, stroke and hydraulic pressure of the hydraulic jack of the obstacle detecting unit.
