PROBLEM TO BE SOLVED: To provide an image transmitting device for enabling the user of a portable telephone terminal to have conversation with a contact address while an image distribution service is maintained. SOLUTION: The image transmitting device has a memory storing preregistered address information of a telephone terminal of a contact address and is provided with a function for setting a conversation connection to the telephone terminal of a contact address while maintaining an image distribution service in response to a conversation request to an emergency contact address from a portable telephone terminal during the image distribution service, relaying a voice packet received from the portable telephone terminal to the telephone terminal of the contact address and relaying a voice packet received from the telephone terminal of the contact address to the portable telephone terminal.
