<p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus for executing code quantity control after coding, with high accuracy, by taking into account the effects of the distortion amount due to image attributes on the image quality. <P>SOLUTION: The image processing apparatus sets the degree of importance (priority) on coded data in the unit of code sequences (packets) for configuring the coded data depending on a distortion amount, image attribute information, and distortion amount reference by each image attribute of a decoded and reproduced image of the coded data.
