PROBLEM TO BE SOLVED: To provide a method for manufacturing a magnetic transfer master disk, capable of reducing the size of a bur generated during the punching of a master substrate as much as possible, and preventing adhesion to a slave disk from being damaged, and a magnetic recording medium to which good information is magnetically transferred. SOLUTION: In the punching process of a master substrate 11, a punching tool 40 constituted of a fixed side die 42 and a moving side die 45 is used, a clearance between the center hole fixed blade 42a of the punching tool and a center hole moving blade 45a is set to 1-15μm, a clearance between an outer periphery fixed blade 42b and an outer periphery moving blade 45b is set to 2-30μm, and a metal board 18 is punched into the master substrate 11 of a predetermined shape.
