PROBLEM TO BE SOLVED: To provide a new anisotropically oriented film comprising rod-like titanium oxide, and a method for manufacturing the same. SOLUTION: The anisotropically oriented film comprising rod-like titanium oxide is characterized in that the rod-like titanium dioxide orients anisotropically, wherein the rod-like titanium is characterized in that the diameter (D) is within the range of 2-100 nm, the length (L) is within the range of 5-1,000 nm and the ratio (aspect ratio) (L)/(D) of the length (L) to the diameter (D) is within the range of 2-100, and that the coefficient of variation of the aspect ratio of the rod-like titanium oxide is≤20%, and wherein the anisotropically oriented film comprising rod-like titanium oxide may contain a resin. The method for manufacturing the anisotropically oriented film comprising rod-like titanium oxide comprises applying a dispersion onto a substrate then drying the applied dispersion, the dispersion being obtained by dispersing the above rod-like titanium oxide into a solvent comprising one or more kinds selected from water, alcohols, ethers, esters and dimethylformaldehyde (DMF) in a concentration of 1-30 wt% as TiO<SB>2</SB>.
