PROBLEM TO BE SOLVED: To suppress the amount of toner cloud generated at a developing nip. SOLUTION: A developing container 46 is provided with an opening for discharging air, which is introduced in a waste developer container 34, passed through a filter 36, and discharged from the waste developer container 34. The inner side of the waste developer container 34 is divided by a division plate 58 into an air region 34C and a waste developer region 34D, and toner cloud generated in the waste developer region 34D is made not to flow to the filter 36 with the air flowing in the waste developer container 34.
