PROBLEM TO BE SOLVED: To provide a decoder for outputting a result of hard decision associated with data S on the basis of redundant data P<SB>1</SB>(P<SB>2</SB>) attached to the data that adopts a highly accurate likelihood for combinations of codes of the S, P<SB>1</SB>more than that of prior arts. SOLUTION: The decoder includes: data conversion means 401, 402 for inverting part bits of received data and providing an output of the resulting data; a redundant data conversion means 401, 402 for inverting part bits of received redundant data and providing an output of the resulting data; discrimination means 404, 406 for discriminating whether or not the received data are zero and whether or not the received redundant data are zero; and a likelihood calculation means for summating either of an output of the data conversion means or a first fixed value X and an output of the redundant data conversion means or a second fixed value Y to provide an output of a likelihood.
