PROBLEM TO BE SOLVED: To provide a cleaning device which makes it unnecessary to set the contact pressure of a cleaning member high as a whole, consequently, can prevent remarkable deterioration in image quality such as deterioration in the registration of a color image multiple-transferred on an intermediate transfer belt due to deterioration in the motion quality of the intermediate transfer belt caused by damage to the intermediate transfer belt surface and an increase in the transport load of the intermediate transfer belt, and to provide an image forming apparatus using the cleaning device. SOLUTION: The cleaning device includes a cleaning member which removes a test patch formed on a transferred medium, and in the cleaning member, the cleaning performance corresponding to a position on the transferred medium where the test patch is transferred is set higher than that in other areas.
