PROBLEM TO BE SOLVED: To improve halftone picture quality by suppressing electrifying unevenness even when a electrifying roller which is finished by grinding and has designated-pitch ridges peripherally formed is used. SOLUTION: Denoting intervals at which peaks of an AC voltage applied to the surface of a photoreceptor 111Y appear on the surface of the photoreceptor 111Y as an AC pitch (P), a CPU 203 instructs an AC voltage frequency (f), determined so that a ridge pitch (W) on the surface of a electrifying roller 112Y is not equal to the AC pitch (P), to a high-voltage power source 202 to perform AC voltage frequency control, and then the surface of the photoreceptor 111Y is uniformly charged while interference between ridges on the surface of the electrifying roller 112Y and the AC pitch (P) is suppressed.
