PROBLEM TO BE SOLVED: To suppress waving deformation and wrinkling of a belt member in a fixing device using the belt member. SOLUTION: The fixing device is equipped with a fixing belt module 61, a pressure belt 620 which abuts against the fixing belt module 61 to form a nip portion N where a form P passes between with the fixing belt module 61, and a pressure roll 65 which is wound with the pressure belt 620 and presses the pressure belt 620 against a fixing roll 610 provided to the fixing belt module 61, and the pressure roll 65 has an elastic layer 652 and a surface layer 623 which covers the surface of the elastic layer 652 and is made of a material having a larger coefficient of elasticity than the elastic layer 652.
