PROBLEM TO BE SOLVED: To measure phase noise of signals containing phase noise of high level, correctly. SOLUTION: Using a phase noise measuring instrument equipped with a phase detector, a technique measuring phase noise of signals to be measured is adopted to divide frequency of the signals to be measured prior to inputting into the phase detector. On the other hand, expressing a ratio of frequency division with N, the output level of the phase detector is N-folded or the level resulting from spectral analysis of the output from phase detector is N-folded in whole.
