ENCODING DEVICE AND DYNAMIC IMAGE RECORDING SYSTEM USING THE ENCODING DEVICE

It is possible to encode a dynamic image in real time with a high quality regardless of the value of the target bit rate for encoding the dynamic image. An encoding device performs inter-screen prediction encoding by motion compensation according to the prediction mode decided among a plurality of prediction modes. The encoding device includes: a detection unit for detecting a block error amount of an image to be encoded and a motion vector according to the reference image block used corresponding to each of the prediction modes; an evaluation unit for calculating as an evaluation value, a sum of a product of each error amount multiplied by a predetermined first coefficient and the prediction vector based on each motion vector multiplied by a second coefficient; a decision unit for deciding one of the prediction modes according to the evaluation value; a coefficient update unit for updating the proportion coefficient by using the quantization scale used for quantization of the block to be encoded; and an encoding unit for encoding block data to be encoded according tot he decided prediction mode.
