PROBLEM TO BE SOLVED: To provide an image forming apparatus designed such that shutter members for opening and closing are disposed on the piped internal and external faces and can be opened or closed to be interlocked each other while being engaged with each other, and to provide a process cartridge for the image forming apparatus. SOLUTION: The internal shutter 25 and the external shutter 26 are engaged with each other and operate to be interlocked with each other. In addition, the internal shutter 25 is disposed in such a position that when a waste toner discharge port 19 is closed, the internal shutter 25 operates prior to the external shutter 26 and closes the discharge port. Further, when the external shutter 26 is moved, a shift occurs in positional relation with the internal shutter 25.
