PROBLEM TO BE SOLVED: To inexpensively manufacture a manual starting device which is disposed at the terminal of piping for sensing of a simultaneous open valve installed at foam fire extinguish equipment, is closed normally and incorporates a relief mechanism for discharging an internal fluid when the pressure inside the piping for sensing is raised abnormally. SOLUTION: The manual starting device has ball valve structure, and a small hole 22B communicated with a secondary side connection port 20 from a circulation path 22A of a valve element 22 being at a closing position is formed, so that the valve element 22 moves in the direction toward a secondary side when the pressure inside the piping 14 for sensing is raised abnormally.
