PROBLEM TO BE SOLVED: To provide a distributed authentication system and a communication controller with which a user uses a service securing security when using the service. SOLUTION: A terminal, the communication controller and a server which distributes services are connected via a communication network. The communication controller, in the distributed authentication system for controlling the communication with the terminal and the server, comprises a determination part which determines whether an access request from the terminal to the server is permitted. The determination part calculates the degree of security of the access request, request transmission of detailed information corresponding to the degree of the calculated security to the terminal, authenticates the access request origin terminal based on the received detailed information, and permits the access request.
