PROBLEM TO BE SOLVED: To provide an accumulation system which can protect a storage battery while minimizing the influence on the load utilizing the storage battery when the abnormality of the storage battery is detected. SOLUTION: When the minute short circuit abnormality of a battery 10 is settled at a timing t4, a battery ECU14 switches on a fail-safe plug and executes fail-safe treatment. The battery ECU14 changes its discharge power limit value Wout from Wout1 to Wout2 smaller than Wout1 in fail-safe treatment with the lapse of time, and changes the charge power limit value Win from Win1 to Win2 larger than Win1 with the lapse of time.
