PROBLEM TO BE SOLVED: To provide a numerical control device, a numerical control method and a control program for confirming the operation of a tool based on an NC machining program without damaging any tool, fixture, or work or the like. SOLUTION: In a numerical control device for controlling the operations of a plurality of shaft driving parts for relatively driving a tool and a work in three orthogonal axial directions according to a machining program configured of a plurality of instructions, when there is information showing the instruction to confirm the presence of interference during the operation of the shaft driving parts by the machining program, the operating speed of the shaft driving part is set as a speed which is slower than the operating speed of the shaft driving part designated by the machining program, and the shaft driving part is operated at the set speed, and the presence of any interference is determined for every instruction while the shaft driving part is operating, and when it is determined that there is any interference, the operation of the shaft driving part is stopped.
