PROBLEM TO BE SOLVED: To simultaneously achieve both security strength and ease of introduction in an LAN environment, to secure security with a small equipment configuration, to perform flexible access control, to perform unitary management and certain operation of an access rule on a center side, and to perform quarantine in the LAN environment and remote access environment, in common. SOLUTION: A management device (a quarantine server 31 + a communication control server 32) receives terminal information from an approval terminal (approval PC 21) to conduct quarantine, distributes communication setting information, according to a quarantine result to the approval terminal, and controls access to an in-company business server 11 by the approval terminal by a VPN and a personal firewall.
