PROBLEM TO BE SOLVED: To provide a manufacturing method that permits acquisition in a high yield of a novolak resin having a low melt viscosity by condensing a phenolic compound and a biphenyl compound bearing an alkyl group. SOLUTION: The manufacturing method of the novolak resin comprises a step for causing 1 mole of the phenolic compound to react with 0.1-0.7 mole of a compound represented by general formula (1) in the presence of a phosphoric acid compound in a non-homogeneous system. In the formula, R<SB>1</SB>and R<SB>1</SB>' are the same or different and are each a halogen, a hydroxy group or a 1-6C alkoxy group; R<SB>2</SB>, R<SB>3</SB>, R<SB>2</SB>' and R<SB>3</SB>' are the same or different and are each H or a 1-6C alkyl group.
