PROBLEM TO BE SOLVED: To provide silicone elastomer composite powder having excellent fluidity and dispersibility and to provide a cosmetic having an excellent touch of use and impact resistance without a sticky feeling possessed by silicone elastomer powder. SOLUTION: A method for producing the silicone elastomer composite powder comprises a step of converting a mixture of the silicone elastomer powder with a clay mineral into composite powder with a high-speed rotation dispersing machine under conditions of≥40 m/s peripheral speed and≥70 Froude number. Thereby, the silicone elastomer composite powder composed of the silicone elastomer powder having the surface coated with the clay mineral and having≤2.50 ml/g specific volume and≤180 g/100 g amount of oil absorption is produced.
