PROBLEM TO BE SOLVED: To provide a method for inexpensively and readily producing a fluorine-containing cyclic diamine compound in good yield. SOLUTION: The method for producing the cyclic diamine compound represented by general formula (2) involves hydrogenating an aromatic diamine compound represented by general formula (1) in the presence of a ruthenium catalyst in an ether-based solvent in the coexistence of an alkali metal hydroxide and/or an alkaline earth metal hydroxide.
