PROBLEM TO BE SOLVED: To increase the concentration of activated hydrogen in activated hydrogen-dissolved water and enhance durability of formation of activated hydrogen. SOLUTION: An apparatus 10 for forming the activated hydrogen-dissolved water includes a container 11 such as, for example, a PET bottle, a first case 12 packed with magnesium metal and a second case 13 packed with gypsum. Drinking water 15 is introduced into the container 11 together with the first case 12 and the second case 13 to be stored, thereby forming the activated hydrogen-dissolved water. The drinking water 15 is loaded with calcium sulfate, or magnesium sulfate and a magnesium metal particle, thus the activated hydrogen-dissolved water dissolved with rich activated hydrogen can be formed.
