PROBLEM TO BE SOLVED: To provide a paper feeding device capable of increasing the printing speed at low paper feeding speed, while maintaining reliability, without impairing an advantage in design such as position accuracy tolerance of an FRR system, and to provide an image forming device with the same. SOLUTION: This paper feeding device has a delivery roller 4 for delivering a paper sheet from a stacked bundle of paper sheets P, and a separation feeding part comprising a feed roller 2 for feeding the delivered paper sheet and a separating member 3 abutting on the feed roller 2 to hinder transportation of the following sheet when a plurality of paper sheets are delivered. A detecting means 13 for detecting paper sheets is provided between the loaded bundle of paper sheets P and the separation feeding part, and in the case wherein the detecting means 13 detects no paper sheet when a rear end of the paper sheet passes through the separation feeding part in continuous paper feeding, the following paper sheet 11 is delivered without stopping drive of the delivery roller, and when the detecting means detects existence of the paper sheet, drive of the delivery roller 4 is stopped to prepare for the following paper sheet.
