PROBLEM TO BE SOLVED: To provide a sheet processor or the like which can easily distinguish a character region and a surrounding region from each other when a cut character is formed, and can prevent the surrounding region from being forgotten to be removed. SOLUTION: The sheet processor comprises a clipping means 23 which clips off characters by cutting only a processing sheet Tc along an outline of the inputted characters to a sheet T for the cut characters that is comprised of the processing sheet Tc and a release sheet Tp, and an index printing means 21 which carries out index printing 141 of indexing that it is a non character region 131 to at least the surrounding region 131a surrounded by the character region 132 of the non character region 131 except the character region 132 which is to be clipped off as the characters from the processing sheet Tc.
