PROBLEM TO BE SOLVED: To provide a new highly accurate evaluation method and evaluation apparatus for flow property free from individual differences, and to provide an electrostatic charge image developing toner specified in physical properties by using the evaluation method and the evaluation apparatus, and a development method using the same. SOLUTION: The evaluation method and evaluation apparatus for flow property of the electrostatic charge image developing toner are provided which comprise: a container housing the toner; a compacting means for putting the toner in the container into a compacted state; and a torque detecting means for detecting the torque of the toner powder phase in the compacted state, and the development method using the same is also provided.
