PROBLEM TO BE SOLVED: To provide a device for image blur correction capable of correctly judging a panning/tilting operation. SOLUTION: The device for image blur correction includes: an image blur detection means for detecting a blur of an image formed by the photographing optical system of a camera and outputting an image blur signal; an image blur correction means for correcting the blur of the image by displacing the correction lens of the photographing optical system based upon the image blur signal output from the image blur detection means; an image blur signal adjustment means for adjusting a variation in the image blur signal output from the image blur detection means; and an image blur correction stop means for judging the panning or tilting operation of the camera based upon the image blur signal adjusted by the image blur signal adjustment means, and stopping the image blur correction by the image blur correction means and also returning the correction lens of the photographing optical system, displaced by the image blur correction means, to a reference position when judging that the camera is in course of the panning or tilting operation.
