PROBLEM TO BE SOLVED: To provide a setting method for time signal rise capable of inhibiting increase in the design time period, necessary for reducing the influence of crosstalks. SOLUTION: This method for setting signal rise time includes steps for calculating a temporary crosstalk noise value of a net, on the basis of placement information of circuit elements constituting a semiconductor integrated circuit; comparing the noise threshold, set to normally operate the semiconductor integrated circuit with the temporary crosstalk noise value; calculating a first restriction value of the signal rising time of the net, when the temporary crosstalk noise value is larger than the noise threshold; and substituting a driver of higher driving force for a driver driving the net, until the signal rise time of the net becomes less than the first restriction value.
