PROBLEM TO BE SOLVED: To provide a method for manufacturing toner for obtaining sharp grain size distribution and holding favorable dispersibility of a colorant, and to provide toner. SOLUTION: The method for manufacturing toner includes steps of dissolving and/or dispersing a binder resin and a colorant in an organic solvent having solubility with water to produce an oil phase, mixing and agitating the oil phase with a water phase to prepare a mixture, preparing an emulsion liquid by using an emulsifier, and removing the organic solvent from the emulsion liquid to solidify the liquid, wherein the emulsifier is added to emulsify the oil phase when the organic solvent concentration in the water phase in the mixture reaches near the saturation dissolution amount of the organic solvent with water.
