PROBLEM TO BE SOLVED: To provide a seal structure capable of obtaining the desired rigidity without increasing the wall thickness of a first fitting part which is a joined portion of first and second housings. SOLUTION: A first fitting part 18 having a fitting outer circumferential face 18b and a shoulder end face 18c orthogonal to the fitting outer circumferential face 18b with a center hole 18a formed therein is formed on an end of a first rack housing 12 as the first housing, and a second fitting part 19 having a fitting inner circumferential face 19a to be fitted to the fitting outer circumferential face 18b and an abutting end face 19b to be abutted on the shoulder end face 18c is formed on an end of a motor housing 14 as a second housing. An outer circumferential annular groove 24 is cut in the fitting outer circumferential face 18b of the first fitting part 18 so that one side face of the outer circumferential annular groove 24 is flush with the shoulder end face 18c, a stepped part 25 opened in the shoulder end face 18c side is formed on the fitting inner circumferential face 19b of the second fitting part 19 in a matched manner with the outer circumferential annular groove 24, and an O-ring 51 is inserted between the outer circumferential annular groove 24 and the stepped part 25.
