PROBLEM TO BE SOLVED: To confirm whether a person who should originally be in a disaster occurrence area is in it and to confirm the activity state of the person up to now and his or her survival. SOLUTION: A position message system 1 receives and displays information from a mobile phone in emergency such as a disaster, and is constituted including the mobile phone 100, a base station 200, and a disaster monitor device 300. The disaster monitor device 300 generally calls mobile phones 100 in management areas A1 and A2 which are included in the disaster occurrence area or partially overlap with them through base stations 200a and 200b to gather position information, biological information, etc., by the automatic answering of the mobile phones 100. Especially, when the management areas A1 and A2 partially overlap with the disaster occurrence area A1, the disaster monitor device 300 adds a condition limiting the position of a mobile phone 100 to a request for the general calling.
