<p><P>PROBLEM TO BE SOLVED: To obtain an accurate questionnaire result without impairing the willingness to reply of a questionnaire object person. <P>SOLUTION: Question information is stored in association with terminal identification information and position information of a cellular phone 30, and question information is transmitted to the cellular phone 30 corresponding to the stored terminal identification information. Reply information formed based on the question information in the cellular phone 30 and including the terminal position information showing the position of the cellular phone 30 is received. The terminal position information attached to the received reply information is acquired, and whether the terminal position information is matched to the position information associated with the transmitted question information or not is determined.
