PROBLEM TO BE SOLVED: To provide a simpler method for effectively manufacturing a polyvinyl amine from N-vinyl carboxylic acid amide(co)polymer. SOLUTION: The method for manufacturing a water-soluble vinyl amine polymer comprises: static polymerization of an aqueous solution having a monomer mixture containing an N-vinyl carboxylic acid amide monomer or another water-soluble vinyl compound copolymerizable with the N-vinyl carboxylic acid amide monomer and the above amide; pulverization of prepared gel bulks of the polymer to form granules; mixing the granules with a preventing agent for insolubilization; and hydrolysis of the above granules by a base.
