PROBLEM TO BE SOLVED: To provide an image processor which can make effective use of an address space. SOLUTION: In the image processor, a main CPU control device including a main CPU is connected to a sub-CPU control device including a sub-CPU through a PCI bus, and, when power is not applied to the main CPU control device, the processing of the main CPU control device is partially carried out by the sub-CPU control device. In this case, to a flash ROM, to which the sub-CPU control device side conducts access control, access is permitted through the PCI bus from the main CPU control device side as well.
