PROBLEM TO BE SOLVED: To provide a method for manufacturing an electrophotographic toner and a manufacturing apparatus which does not require an excessive facility for recovering and reusing a sub-standard fine powder produced in a classifying process, and to provide an electrophotographic color toner which shows excellent tone since the binder resin phase is uniformly colored with a colorant, and which does not cause deterioration in charging characteristics or in an image. SOLUTION: The method for manufacturing toner includes respective steps of mixing and agitating at least a resin, a colorant and a charge controlling agent, kneading the mixture, pulverizing and classifying, wherein the resin, the colorant, the charge controlling agent and the sub-standard fine powder having the volume average particle size of 5μm or less produced by classification, by 10 to 50% (ratio in the total toner weight), are mixed and agitated until an aggregation degree of the toner obtained from the powder mixture after the mixing and agitating step reaches 10 wt% or more, and then subjected to kneading, pulverizing and classifying.
