A vibration damping apparatus for hydraulic fluid and a hydraulic power steering apparatus for a car having the same are provided to effectively reduce noise by configuring a forward path to be opened and closed by a poppet and a poppet seat. A vibration damping apparatus for hydraulic fluid comprises a port plug(305), a resilient member(401), a poppet seat(403), a poppet(405), and a disc(319). The port plug has therein a path conversion valve port and a backward path(317). The resilient member is formed in the port plug. The poppet seat is connected to an upper end of the port plug and has a forward path therein. The poppet is disposed between the poppet seat and the resilient member and moved down by pressure of the hydraulic fluid when the hydraulic fluid flows in the forward path. The disc is disposed at the upper end of the port plug and opened by the pressure of the hydraulic fluid as the hydraulic fluid flows in the backward path. A hydraulic power steering apparatus for a car is equipped with the vibration damping apparatus.
