A complex cooling and heating system is provided to regulate the heat exchange degree easily by forming a treble heat exchanger, and to control the system conveniently by efficiently using as a cooler in summer and a heater in winter and heating water. A complex cooling and heating system includes a compressor(10) compressing gas refrigerant, a liquefier(40) liquefying compressed refrigerant, an expansion unit(60) decompressing and expanding liquefied refrigerant, an evaporator(70) vaporizing expanding refrigerant, heat exchangers(30,50) exchanging heat with three kinds of fluid, a connection pipe flowing refrigerant by connecting components, and a control unit connected to the components to control operation for keeping regular temperature. The first heat exchanger is installed between the compressor and the liquefier to directly or indirectly exchange heat with high pressure refrigerant from the compressor and fluid. The first heat exchanger has three fluid passages formed of a closed housing including an inlet and an outlet, or two inlets and outlets by closing the inlet and the outlet of the middle fluid passage. The second heat exchanger is installed additionally to exchange heat with condensed refrigerant from the liquefier and low pressure refrigerant evaporated from the evaporator.
