<p><P>PROBLEM TO BE SOLVED: To provide a repeating device for supporting requests of simple transmission, transmission through an explicit path (route), and band guaranteeing transmission in multicast data transmission. <P>SOLUTION: The relay device employs a configuration, in which a transmission route formation managing means conducts the following operation during formation of a transmission route by a multicast protocol. (1) A LSP (Label Switched Path) is formed, by making its own label of the relay device included in an allocation participation message. (2) Bands, required at a policy table, is secured and entered in a participation message.
