A fuel regulating device (11) that regulates the pressure of a fuel supplied from a low-pressure pump (3) to a predetermined pressure and that is provided on the fuel exit side of a low-pressure pump (3) has a pressure regulating valve (50) for regulating the pressure of a fuel on the fuel exit side and has a fuel take-out valve (60). The fuel take-out valve (60) opens at a pressure lower than that at which the pressure regulating valve (50) opens. A drain port (51C) of the pressure regulating valve (50) and a drain port (61C) of the fuel take-out valve (60) are connected to the low fuel pressure side by drain piping (13), so that back pressure of pistons (52, 62) is maintained at a pressure on the low fuel pressure side of the low-pressure pump (3).
