A harbor road block assembly is provided to hold vehicle wheels running toward a breakwater on the assembly, to generate a vegetation space harmonized with a view of seacoast, and to continuously utilize the assembly by replacing only a damaged portion with a new one. A harbor road block assembly comprises a harbor road block base vegetation unit(500) formed with a base vegetation upper unit at the upper side of a border block member and a vegetation unit recessed on the middle portion of the base vegetation upper unit to form a vegetation space containing soil inside, and arranged of wires and pipes in a base vegetation unit body; and a harbor road block unit(100) shaped as an assembling member assembled at the upper side of the harbor road block base vegetation unit, and formed with a vehicle wheel hanging unit as an empty space opened upward in a block unit body to prevent a vehicle(1100) from being running and falling down over a breakwater(1700). |
