PROBLEM TO BE SOLVED: To provide an optical element which has a desired performance and can be simply manufactured. SOLUTION: A first liquid 44 is obtained by using pure water, ethanol and ethylene glycol, wherein the mixing ratio of them is changed. By changing the mixing ratio of pure water, ethanol and ethylene glycol, the specific gravity and refractive index of the first liquid 44 can be changed within a large region R of a triangle formed by connecting three coordinates of pure water, ethanol and ethylene glycol. Commercially available silicone oil which is dotted within the triangle region R is used as a second liquid 46, and the first liquid 44 prepared by mixing pure water, methanol and ethylene glycol so that the specific gravity and refractive index thereof is equalized to that of the silicone oil can be used.
