PROBLEM TO BE SOLVED: To provide an abnormality decision device with which a plurality of fault modes can precisely be detected in an early stage, and to provide a vehicle. SOLUTION: The vehicle 100 is provided with a DC power supply B, a voltage converter 20 converting voltage VL from the DC power supply B into voltage VH higher than voltage VL, and a connection part 40 which can connect a path connecting the DC power supply B and the voltage converter 20 to three stages of an open state, a preliminary connection state and a connection state in accordance with a control signal. A current sensor 11 and voltage sensors 10, 21 and 13 are applied to detectors detecting the state of the vehicle. A controller 30 determines abnormality of the voltage converter 20 in accordance with the detected state of the vehicle which the detector detects, while the controller controls the connection part 40 to the open state or the preliminary connection state. It is desirable that the controller 30 determines abnormality of the voltage converter in accordance with the start signal of the vehicle, and controls the connection part 40 to the connection state when the voltage converter is normal.
