PROBLEM TO BE SOLVED: To obtain a vector regulator attenuating input-voltage waves at a specified attenuation value and outputting voltage waves phase-shifted in the specified quantity of a phase shifted in a narrow mounting area. SOLUTION: Variable impedance appliances 421 and 422 capable of controlling both a resistance component and a reactance component of characteristic impedance are composed of variable resistors 407 and 408 and variable capacity appliances 406 and 409. A reflection type vector regulator capable of regulating both the attenuation value and the quantity of a shifted phase is constituted by connecting the variable impedance appliances 421 and 422 to a 3dB 90°hybrid 401. A control-signal output section 130 converting the aimed attenuation value and the quantity of the shifted phase into bias voltages applied to the variable resistors 407 and 408 and the variable capacity appliances 406 and 409 when the aimed attenuation value and the quantity of the phase shifted are inputted is fitted.
